The General Secretary (Statutes 8.10 and 8.11)
8. The General Secretary shall
a. act as Secretary at all meetings of the Executive Committee, and all General Assemblies. He shall distribute the Agenda and keep the Minutes of all meetings of which he is Secretary;
b. normally be responsible for the maintenance of communications between the Federation and its Adhering Bodies and Associate Adhering Bodies and between the Federation and other Federations, similar bodies and organizations, and between the Federation and the International Council for Science;
c. report annually, on behalf of the Executive Committee, about the activities of the Federation and of its Committees, Joint Committees and other bodies (Statutes 5.4e and 7.3b).

9. When requested to do so by members, associate members, special members, associated organizations, an authorized officer of the International Council for Science or of any other organization that has contributed to the funds of Federation of African Societies of Biochemistry and Molecular Biology, the Treasurer shall provide for the requesting officer an audited statement of the expenditure of the funds provided by the International Council for Science or by the other organization in question.
10. Before December 1 of each calendar year the Treasurer shall ascertain the financial liabilities of the Federation which arise from the activities of its Committees and from all other Federation responsibilities. By December 1 of each year at the latest the Treasurer shall prepare a working budget for the forthcoming calendar year, which he shall submit during the month of December to the Executive Committee for its approval.
